Pinal County BOS Votes to Encourage Mask Use in Unincorporated Pinal County


A special session of the Pinal County Board of Supervisors took place June 24th, with the sole item on the agenda to decide whether or not the county would mandate or require face masks.   The special session was scheduled after a prior special session June 19th discussing the same issue.  A total of 386 letters were received by the board with an opinion on the resolution. 81 letters were in opposition to requiring mask use and 305 were in support of requiring mask use.  Last week there were 34 in opposition and 119 in support.

After a five percent sampling of comments both in opposition and in support of a mask mandate were read into the record, Supervisor Rios also read a comment he had received from a retired nurse, into the record.  The comment was in support of a mask mandate.

The Board then went into Executive Session before voting on the issue.  View the proposed resolution here.

A mandate had been included in the resolution that read:

9. Face Coverings shall be mandated in the following circumstances:

  • When an individual has tested positive for COVID-19 or has been informed by Pinal County Public Health that they have been in close contact with someone who as tested positive they are required to wear a Face Covering in public until they no longer test positive or 14 days has lapsed, which ever shall be applicable;
  • Whenever the public are inside or outside engaging or seeking Pinal County services unless it poses a greater physical or mental health risk or one's disability or religious beliefs prevent wearing a Face Covering. (Kent)

The Board voted 4 to 1 to remove the above section from the resolution.  After additional discussion, the Board voted unanimously to approve the resolution encouraging face coverings be worn if six-feet of physical distance can not be maintained in public effective June 25, 2020, in the unincorporated areas of Pinal County.   Supervisor Rios, who had been the sole Supervisor encouraging a mask mandate, stated that while he wanted a mask mandate for the entire county, he felt this resolution was better than no resolution and cast his vote in favor of its passing.

The resolution supports Governor Doug Ducey's Executive Orders relating to businesses and restaurant requirements. In addition, the new resolution encourages face coverings to be worn in public, in unincorporated areas, including San Tan Valley.

This resolution only applies to unincorporated areas of Pinal County and does not impact any decisions made by Pinal County cities and towns.
